Catastrophic insurance could be purchased with the voucher, but comprehensive insurance could not be purchased with the voucher. This restriction is in order to ensure that patients constantly monitor the cost of their health purchases. The costs of the catastrophic insurance purhcased with the voucher would not be controller; only fraud would be guarded against. Those who were cautious and/ or middle-class might purchase private insurance, either comprehensive or catastrophic, especially in anitcipation of the birth of a child. The child's voucher would become available for the catastrophic insurance three months before the expected birth. Obviously, insurance companies would give lower rates to children whose mother had prenatal care and who did not smoke or drink.
