A nation investing heavily in its economic infrastructure may not have, concurrently, either sufficient interest or sufficient funds to invest much in its health care system. No matter how valuable a free market solution is to a nation in the short term, the American experience reveals its longer-term limitations. Wihtout government intervention, it is impossible to attain universal access to a nation's health care system. And, even if the free market system makes heavy use of managed care plans, cost and quality choices might become entrenched in ways that may be at cross purposes with a nation's sense of equity and justice and, almost certainly, will become difficult to control or change.

These problems might be minimized or avoided through long-term planning. A long-term plan would have to be sensitive to the need to bolster government support and intervention in health care as national wealth growths and as citizens develop an appetite for health care or a sense of the need for universal access or equality in the quality of care.
